• Standards for the use should include: <br />o Location in the B -3, B -4, and /or 1 -1 zoning districts (by CUP) <br />o Location on a collector or arterial roadway. <br />o Location no closer than 200 feet to residentially zoned property. <br />o Outdoor areas must be fenced with a solid fence (not chain link), and <br />landscaped at the exterior. <br />o No odors perceptible on adjoining properties. <br />o No outdoor activity between the hours of 10:00 p.m. and 6:00 a.m. <br />o Property must be maintained at all times in a clean and sanitary condition. <br />o Exterior grounds must be landscaped with vegetative ground cover such <br />as lawn grass, or hard surface all weather materials (such as concrete) to <br />avoid erosion, dust, mud, or other issues. The City Council may approve <br />other surfaces that would accomplish the intent of this requirement. <br />o No more than one animal per fifty (50) square feet of building area. <br />o Annual inspections by the City's Animal Control Officer and /or Code <br />Enforcement staff, or more often as necessary to ensure compliance. <br />Conditional Use Permit <br />The applicant has •applied for a Conditional Use Permit to operate a dog day <br />care /kennel operation on property zoned 1-1, Light Industrial. The site fronts on South <br />Owasso Boulevard and Country Drive, both collector- status roadways. The applicant <br />would occupy the west portion of an existing multi- tenant industrial building, with parking <br />in the front of the building. The building itself is approximately 9,000 square feet in floor <br />area, and has 24 parking spaces — about one space per 350 square feet of area. This <br />is a common industrial standard. The applicant suggests that there would be capacity <br />in this facility for up to 40 animals, suggesting that daily drop -off and pick -up periods <br />may be busy. <br />The site itself includes industrial uses to the north, east, and south. However, the west <br />property boundary abuts the North Star Mobile Home Park — a residential area which is <br />zoned Industrial. The closest mobile home appears to be about90 feet from the edge <br />of the subject property: The language of the proposed code amendment suggests that <br />setbacks should be measured from residentially zoned property, however, this could be <br />an issue for mobile home parks which do not carry residential zoning designations. <br />The applicant has indicated that he will contain animals in the side and rear portions of <br />the property, within a. fence to be constructed for that <purpose. If a CUP is to be <br />considered, the applicant will be required rtoverify that he can comply with the fencing sanitation requirements of the City's code amendment as adopted. <br />The applicant indicates in his submission that he will be occupying half of the existing <br />building, a space estimated to be approximately 4,500 square feet. At 40 animals, he <br />would easily comply with the standards of the proposed code. <br />9 <br />
