Hanson, Administrator <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, MN 55117 -1600 <br />Re: 3036 Centerville Road; License renewal for Mr. Dan Winner, Dan's Auto Service. <br />Dear Mr. Blesener and Mr. Hanson: <br />I am writing this letter as the building owner to try to help in a review for re- issue of Mr. Dan Winner's <br />automotive repair license previously located at 3036 Centerville Road. It has been suggested that I <br />request an Agenda place for the upcoming August 22, 2012, City Council Meeting which I and Mr. <br />Winner will be able to attend. <br />The request to the Council is to extend the one year lapse period requirements of the zoning ordinance <br />for reinstating a non conforming use business license which is what Mr. Winner's license was. The <br />zoning ordinance as to non conforming use states a need for conformance to current zoning uses if a <br />license is to be re issued beyond the one year period of lapse. Mr. Winner's business is and has always <br />been related to auto repair which does not fully comply with the latest or current zoning requirements. <br />Thus the request is for an extension of the critical lapse period to allow him to have his non <br />conforming use license re- issued, or for any other suggestions in which the issue can be resolved in a <br />favorable manner for Mr, Winner's business to be licensed again. <br />It was brought to my attention that this license was not properly renewed on time by a letter of July 9, <br />2012; from the city. This is obviously has very serious consequences for his business to function in any <br />manner period. <br />I would like to provide a short history, which includes my involvement in trying to provide a proper <br />and much improved business place of work for Mr. Winner. <br />Mr. Winner has operated his business as Dan's Auto Service for the past thirteen plus years providing <br />automobile service and related care for the area, after purchasing the building with a significant bank <br />mortgage. Due to the severe economic recession disasters of 2008, he was unable to fulfill or get a <br />modification to his mortgage requirements. Along with his other negative financial issues, the building <br />was going to be foreclosed on by his bank. I had been a satisfied customer of his for some time and <br />knew him somewhat; and had niet his family of his wife and two teen aged children. I felt very sorry <br />for him with his tremendous financial difficulties and somewhat reluctantly decided to buy the building <br />after he was unable to sell it through commercial realtors. I cleared the mortgage loan on his behalf <br />with the intent of fixing the building up with needed repairs, clearing up the property in general and <br />having it become a rental property to him. On closing the loan etc., I found out that there were over <br />$45000.00 in unpaid back taxes.
