MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 2012 <br />interest on that assessment would have been through property taxes over <br />the assessment term. The Administrator stated that, as the Council is <br />aware, the Canabury Square assessment was certified with no option to be <br />paid off due to the taxable rate on the bonds is higher than what we could <br />earn if a payoff was received. The Administrator indicated that Mr. <br />Morrone was hoping to find a way to pay off the assessment, but the <br />Administrator pointed out that there is no incentive for the City in his <br />proposal as any additional interest generated accrues to the benefit of <br />Canabury Square. The Administrator noted that being said, Mr. Morrone <br />notified him that the seller has accepted another offer; therefore, the issue <br />is moot. The Administrator also noted that City staff still stands by the <br />method that the Canabury Square assessment was certified prohibiting <br />early payoff of those assessments. <br />PIONEER The City Administrator reviewed the City Engineer's report dated <br />PARK WEST September 20, 2012 regarding paving repair in the Pioneer Park west <br />PARKING parking lot. The Administrator noted that earlier this year the Council <br />LOT approved a complete drop spread patching of the worst areas in the lot <br />PAVING at an estimated cost of $36,000. However, in a re- examination of the <br />REPAIR lot there are several small areas that require the drop spread patching as <br />well as a large area that requires this patching. While the Public Works <br />crew could do the small areas, the size of the large area requires a paving <br />machine. Therefore, staff is recommending that an outside contractor be <br />utilized for this project. <br />The Administrator reported that three quotes were obtained and the low <br />quote was from FPI Paving in the amount of $7,570 for the large patch <br />and $14,000 if they did the entire lot. The Administrator noted that the <br />City Engineer is recommending acceptance of the FPI Paving quote and <br />authorizing the contractor to do the entire parking lot at a cost not to <br />exceed $14,000. The Administrator noted that this amount is less than the <br />budgeted amount. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -9 -174 — ACCEPTING THE QUOTE OF FPI <br />PAVING FOR PIONEER PARK WEST PARKING LOT PAVING <br />REPAIR AND AUTHORIZING A COMPLETE DROP SPREAD <br />PATCHING OF THE LOT AT A COST NOT TO EXCEED $14,000 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />18 <br />
