He again suggested that abatement specifics should <br />be defined on the front end so that the business owner knows what will <br />have to be done if there is a noise violation. <br />Keis asked if barking dog issues would be handled under the city's noise <br />ordinance. The City Planner indicated that an approval condition could <br />reference the noise ordinance section of the Code. Young asked if a <br />violation is determined by decibel level. Young noted that the business <br />would be located between a quarry and a freeway, thus there are already <br />noise issues in the area. McGraw indicated that he was concerned about <br />the residents of the mobile home park. McGraw indicated that he is not <br />saying that the business should not be there, just that there should be an <br />understanding of what noise abatement will consist of if there is a problem <br />with noise. The Planner pointed out that one of the recommendations is <br />that there are no outside activities between 10 p.m. and 6 a.m. <br />Jeff DeBace pointed out that the building consists of 12 -inch block walls <br />that are insulated and finished on the inside. DeBace did not anticipate <br />noise issues coming from inside the building, and indicated that if there <br />are a second wall with insulation could be framed up. <br />McGraw suggested that the building owner and business owner meet with <br />City staff and determine possible noise abatement measures that could be <br />undertaken if there is a problem. <br />Keis asked if the business was a standard business model. Keis also asked <br />if the outdoor run area was large enough. Montour expressed concern that <br />there was no licensing requirement for such businesses other than if the <br />City imposes one. Young reported that he believes there is a State license <br />required. He also noted that dog day care is a luxury item, and he does not <br />plan to warehouse dogs. The business model is a standard one. He again <br />stated that he anticipated more dogs during the day than overnight in the <br />kennel, except possibly during the holidays. <br />Boss asked if dog walking would be offered. Young reported that it would <br />be an added service. Employees would walk dogs and pick up after them. <br />Montour noted the Planner's suggestion that in addition to considering <br />adding this as a conditional use to the I -1 District, that the Council <br />consider the B -3 and B -4 Districts as well. The Planner noted that the <br />City has less and less property that is zoned B -3 and B -4, but the use <br />would then be potentially allowed by reference in the PUD District. <br />The Planner pointed out that the submission materials are somewhat vague <br />about the improvements that are proposed for this site. His <br />recommendation would be that the applicant would show fencing and <br />5 <br />
