MINUTES CITY COUNCIL SEPTEMBER 26, 2012 landscaping and other items to meet the conditions of the CUP in more detail on the site plan. The Planning Commission was comfortable with those site plan modifications being reviewed and approved at the City staff level. McGraw suggested that the City Administrator and City Planner could review and approve a more complete site plan and, if necessary, bring it back to the Council. Tim McGuigan, property owner to the north, expressed concern with the dog run area proposed on the north side of the property. He noted that his parking lot and office area for his business would be adjacent to the dog run area. McGuigan did not feel there was adequate area between the building and north property line for the dog run area. McGuigan suggested that there is adequate area on the west end of the building for the dog run. The City Planner noted that his recommendation is that the outdoor area be fenced with a solid fence and that the exterior area of the fence be landscaped. DeBace reported that there is 15 to 18 feet from the north side of the building to the property line. McGuigan indicated that he would like the fence to be solid. There was no one else present from the general public wishing to comment on this matter. The Council discussed including a reference to the barking dog standards as outlined in the Municipal Code. The Administrator indicated that enforcement of that standard can be difficult, and suggested that perhaps another standard should be developed. Keis suggested including the standard for now, and should the need arise to develop another standard, the Council can undertake that consideration at another time. Upon motion by Montour, seconded by Boss, the public hearing was closed. McGraw introduced the following resolution and moved its adoption: RESOLUTION NO. 2012 -9 -163 — APPROVING THE TEXT AMENDMENT TO ALLOW ANIMAL DAY CARE /KENNELS BY CONDITIONAL USE PERMIT IN THE LIGHT INDUSTRIAL (I -1) DISTRICT SUBJECT TO THE PROCESS AND STANDARDS OUTLINED IN THE CITY PLANNER'S REPORT DATED SEPTEMBER 7, 2012 INCLUDING THE REQUIREMENT FOR A BUSINESS LICENSE AS WELL AS INCLUDING REFERENCE TO MUNICIPAL CODE CHAPTER 1101.
