MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 2012 <br />landscaping and other items to meet the conditions of the CUP in more <br />detail on the site plan. The Planning Commission was comfortable with <br />those site plan modifications being reviewed and approved at the City staff <br />level. McGraw suggested that the City Administrator and City Planner <br />could review and approve a more complete site plan and, if necessary, <br />bring it back to the Council. <br />Tim McGuigan, property owner to the north, expressed concern with the <br />dog run area proposed on the north side of the property. He noted that his <br />parking lot and office area for his business would be adjacent to the dog <br />run area. McGuigan did not feel there was adequate area between the <br />building and north property line for the dog run area. McGuigan <br />suggested that there is adequate area on the west end of the building for <br />the dog run. The City Planner noted that his recommendation is that the <br />outdoor area be fenced with a solid fence and that the exterior area of the <br />fence be landscaped. DeBace reported that there is 15 to 18 feet from the <br />north side of the building to the property line. McGuigan indicated that he <br />would like the fence to be solid. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />The Council discussed including a reference to the barking dog standards <br />as outlined in the Municipal Code. The Administrator indicated that <br />enforcement of that standard can be difficult, and suggested that perhaps <br />another standard should be developed. Keis suggested including the <br />standard for now, and should the need arise to develop another standard, <br />the Council can undertake that consideration at another time. <br />Upon motion by Montour, seconded by Boss, the public hearing was <br />closed. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -9 -163 — APPROVING THE TEXT <br />AMENDMENT TO ALLOW ANIMAL DAY CARE /KENNELS BY <br />CONDITIONAL USE PERMIT IN THE LIGHT INDUSTRIAL (I -1) <br />DISTRICT SUBJECT TO THE PROCESS AND STANDARDS <br />OUTLINED IN THE CITY PLANNER'S REPORT DATED <br />SEPTEMBER 7, 2012 INCLUDING THE REQUIREMENT FOR A <br />BUSINESS LICENSE AS WELL AS INCLUDING REFERENCE <br />TO MUNICIPAL CODE CHAPTER 1101.
