MINUTES
CITY COUNCIL
SEPTEMBER 26, 2012
websites. Again, if cities want a two -way communication tool, such as
Facebook or Twitter, an on -staff media specialist is typically necessary.
Keis suggested that the City not move forward with additional social
media outlets at this time, but keep an eye on it. McGraw agreed and
suggested that the City keep its focus on the website. It was noted that the
website provides the opportunity for people to sign up for automatic
notifications as new information is posted.
Keis noted the automatic dialing programs that St. Paul and Minneapolis
have in place to notify people of snow emergencies, etc. The City
Administrator reported that the Sheriff's Department was going to put that
sort of program in place under its previous administration. He noted that
the City does hand drop notifications for such things as water main breaks,
etc. Heiser indicated that there are privacy issues with email addresses,
and the Legislature is looking at putting some protections in place. At this
point anyone who signs up for email notifications from the City's website
has opened their email address as public information.
The consensus of the Council was to not move forward with establishment
of a Facebook page or Twitter account at this time. Keis suggested,
however, that the question should be asked annually to ensure that the City
provides what citizens what /prefer.
1- Ieiser reported that Roseville is going to a different service provider for
its website maintenance. The program they will be using is Joomla, which
is a content management program that is provided at no cost. It is
currently being used by Ramsey County and the White Ilouse.
REDEYE- The City Administrator presented a TIF analysis for redevelopment of
LOPMENT the 2966 Arcade Street area, pointing out that it appears the
UPDATE Kuperschmidt's are interested in selling their property. The Administrator
reported that he has informed Gordie Howe that the parameters used for
purchase offers must be consistent. With regard to this redevelopment
area, the Administrator noted that the biggest variable is the infrastructure.
The Administrator then reviewed TIF analyses for 3046 and 3040 LaBore
Road as well as the back of the Johnson property. The Administrator
indicated that he will discuss purchase price with Mr. Johnson, but there
was still a discrepancy with what Mr. Johnson wants for the property and
the maximum amount that would allow the district to work. Another issue
is the ability to qualify all these properties under the district.
The Administrator reviewed a TIF analysis for the Owasso & Woodlyn
redevelopment area. He reported that Donovan wants to sell, and
4
