MINUTES <br />PLANNING COMMISSION <br />OCTOBER 11, 2012 <br />Aichinger noted that the drainage for the area comes from the east as far <br />away as the St. John's Church property Drainage will be directed into rain <br />water gardens that will be developed on the property being purchased and <br />will then flow into the existing swale. Aichinger pointed out that it is <br />typical for the City to take drainage and utility easements along lot lines. <br />However, given the existing drainage patterns and the fact that there could <br />be changes to the former Norm's property, Aichinger stated that they <br />preferred to wait to dedicate drainage easements at this time. The <br />Watershed is working with the City Engineer to identify where easements <br />will be necessary; and once more information is available, those <br />easements will be identified and dedicated. <br />Aichinger noted that one of the Planner's recommendations called form <br />screening from adjacent residential property to the south. Aichinger noted <br />that there is no residential property immediately south. The Planner <br />replied that that was correct. I -Ie noted that given the screening that is in <br />place for the residential property on the south side of Little Canada Road, <br />additional screening by the Watershed would not be necessary. Aichinger <br />indicated that they will likely put in some screening on their south <br />property line, but wanted to clarify this issue. <br />Knudsen noted the Watershed's preference to not make site improvements <br />until the status for the former Norm's property is known. Knudsen felt <br />there should be a period of time established by which site improvements <br />must be made. Knudsen felt that a two year period was reasonable. The <br />City Planner indicated that there are no guidelines in the Code for what <br />would be reasonable, but agreed that two or three years would be <br />reasonable. Knudsen felt one year was not enough, but three to four years <br />was too much. Knudsen indicated that at the end of two years if there are <br />some mitigating circumstances, the City might be willing to readdress the <br />situation. Aichinger indicated that a two year period was reasonable. The <br />Planner suggested that this time period be made a condition of the CUP, <br />and agreed that the Watershed could approach the City for an extension if <br />there are mitigating circumstances. <br />Duray asked about the modifications to the Noel Drive access. Aichinger <br />explained those as shown on the site plan. Duray asked if the Watershed <br />would be making any modifications to the garage. Aichinger indicated <br />that no exterior modifications will be made. He also noted that they may <br />install a pervious pad on the side of the garage to create an area where <br />their boat can be washed. Duray asked if all site improvements would <br />wait until more is known about the former Norm's site or the period of <br />time the City establishes, whichever comes first.
