street that does not currently meet the City's streetlight policy. There are no lights along <br />Bryan nor is there one in the Boss Road cul -de -sac. <br />The policy states that lights should be installed at dead end streets or cul -de -sacs greater <br />than 300 feet in length. Mid -block lights are appropriate when the street is over 1200 feet <br />in length (this does not apply to Bryan and Labore). Boss Road would qualify for a light <br />at the end of the cul -de -sac, but staff believes the light at the corner of Bryan and Boss <br />would be more beneficial to traffic as well as the residents in the area. There is only one <br />house on Boss Road and it is in the cul -de -sac. There is no easy way to get power to the <br />cul -de -sac for a light so there would be installation costs involved for less benefit than the <br />light at the corner on Bryan would provide. <br />Staff is recommending a light be added to the existing power pole near the end of Bryan <br />Avenue between 57 and 65 Bryan Avenue. This light could be angled out to the west to <br />get it closer to the curve so that it would be illuminated better. A light on the existing <br />pole would have no installation costs and the City would pay the standard Group V rate <br />as it does with nearly all of the other streetlights in the City. A map is attached showing <br />the recommended location of the streetlight. <br />Lighting in Rondeau Park — Staff will be meeting with Deputy Eastham to review this <br />situation in greater detail. Lighting on the east side of the park will not greatly enhance <br />visibility in terms of passer -bys or neighbors being able to see inappropriate activity due <br />to the grade differential caused by the hill. We will see if other options exist and report <br />back at a later date. <br />Fencing Along Railroad Tracks — Staff did take a look at this issue and we don't have <br />an easy fix. There is no doubt that people walk down Bryan and Labore Road to take a <br />shortcut to the Market Place Shopping Area. However, to fence this area to eliminate the <br />short cut will prove challenging given the length of the area in question — at least 800 <br />depending on the starting and stopping points. Another concern is how tall would the <br />fence have to be to be effective in limiting the short -cut route? Staff feels it would be a <br />good idea to meet with some of the property owners in this area to talk about the problem <br />in greater detail to see if a workable solution exists. <br />Staff is also open to any direction the Council may have in this matter. <br />cc: Jack Serier, Undersheriff — RCSD <br />Ty Sheridan — Commander — RCSD <br />John Eastham, Crime Prevention Deputy <br />2 <br />
