MINUTES <br />CITY COUNCIL <br />JUNE 24, 1998 <br />PRELIMINARY, <br />FINAL PLAT, <br />CUP FOR <br />SHARED <br />PARKING — THE <br />There was no one from the general public presenting wishing to comment <br />on the final plat. <br />Scalze pointed out that the City Engineer has pointed out that the cul -de- <br />sac streets were to be private streets, however, the plat is showing them as <br />public streets. <br />Frank Frattalone agreed that the plat shows the cul -de -sacs as public <br />streets, and noted that they are being constructed to City specifications. <br />However, Frattalone indicated that he had thought these cul -de -sacs were <br />to have been private streets. <br />Fahey indicated that he did not want to accept the cul -de -sacs as public <br />streets if that was never the City's intention. The City Administrator <br />commented that the City's preference would be that these cul -de -sacs are <br />private and maintained by the homeowners association. The <br />Administrator pointed out that snow removal on the cul -de -sacs would be <br />difficult. <br />Scalze pointed out if the cul -de -sacs are private, the City would need <br />drainage and utility easements over them. <br />Fahey suggested that action on the final plat be tabled this evening so that <br />the matter of private versus public streets can be researched. If necessary, <br />the Council can hold a special meeting to act on the final plat. <br />The City Planner reported that the cul -de -sacs in Pitrina Park Terrace first <br />phase are public. The Planner suggested that it would be inconsistent to <br />split in the middle and have two of the cul -de -sacs public and the <br />remaining three private. <br />Frank Frattalone indicated that it was never the intention to have Allen <br />Avenue as private. <br />The City Administrator suggested that the Council come back to this <br />matter later in the meeting to give him an opportunity to research the <br />issue. <br />Mayor Fahey opened the public hearing to consider the application for <br />Preliminary and Final Plat approval for The Market Place Shopping <br />Center as well as a Conditional Use Permit for shared parking. It was <br />noted that the Planning Commission recommended approval subject to <br />compliance with the recommendations of the City Engineer and the <br />5 <br />Page 11 <br />
