MINUTES <br />PLANNING COMMISSION <br />APRIL 9, 1998 <br />proposing five single- family lots. Less than five lots does not work from a <br />financial standpoint. The neighbors have voiced opposition to a five -lot <br />development. Kimmes reported that he knew this particular property <br />would be difficult to develop, but he had not anticipated the neighborhood <br />opposition. Kimmes reported that he has offered the property for sale to <br />the neighbors for the amount of money he has invested in it. He has <br />proposed a two -year contract - for -deed at 8% with a balloon. Kimmes <br />stated that this evening, however, he would like to go forward on the five - <br />lot development. <br />The next issue is drainage. Kimmes pointed out that he has three drainage <br />plans. Plan A is for ponding which extends onto the Brian Ducharme <br />property and would require an easement from Mr. Ducharme. Kimmes <br />pointed out that he has no agreement with Mr. Ducharme for this <br />easement, Plan B is for ponding almost entirely on Lot 1 with a little of <br />the ponding extending onto Lot 2. However, the ponding will make the <br />development of Lot 1 difficult. Plan C would be for no ponding at all and <br />drainage being handled vial a ditch on the western edge of the property <br />with the ditch connected to the ditch system along County Road B -2. An <br />alternative to the ditch would be installation of storm sewer pipes, or a <br />combination of ditch and pipes. <br />Kimmes pointed out that the City Engineer, Public Works Department, the <br />Watershed, and Ramsey County will all have to be involved in the <br />planning of the drainage system. The Watershed has indicated that they <br />will not require ponding since the run -off from a development of this size <br />is negligible. Kimmes pointed out that the pond proposed is a dry -pond <br />system that doesn't hold back water permanently, but during heavy run -off <br />will prevent water spillage from overrunning the system. The pond will <br />hold back run -off to the rate it was prior to development. Again, Kimmes <br />pointed out that working out the drainage issues is the responsibility of the <br />City Engineer, Public Works, the County, and the Watershed. Kimmes <br />was confident that the drainage could be worked out. <br />With regard to the final issue, street development, Kimmes reported that <br />he is proposing to extend sewer and water to proposed Lots 4 and 5 as <br />well as install a fire hydrant in that area. Kimmes is also proposing to <br />widen the road from Viking Drive to the south end to 18 feet in width <br />consistent with the present design. Kimmes pointed out that the <br />substandard road design was approved in 1995 with the agreement of the <br />neighbors in the interest of preserving the characteristics of the <br />neighborhood and in order to save some existing oak trees. Kimmes <br />pointed out that in 1995 there was discussion about the possibility of the <br />property developing as three lots. Kimmes pointed out that he is <br />proposing four additional homes along Viking Drive and one on County <br />Page 22 <br />
