MINUTES <br />PLANNING COMMISSION <br />APRIL 9, 1998 <br />Brian Ducharme pointed out that most of the properties in the area consist <br />of acreage, and felt the five -lot development would not be in keeping with <br />the area. <br />Keis pointed out that Mr. Ducharme may want to subdivide his property in <br />the future. <br />Ducharme reported that the neighborhood does not want a five -lot <br />development on the Kimmes property. Ducharme indicated that he would <br />not be willing to grant an easement for drainage for the Kimmes <br />development. Ducharme felt that if Mr. Kimmes fills his property, this <br />would cause drainage problems downstream. <br />John Grabrick, Greenbrier Circle, indicated that there is typically three <br />feet of standing water in the ponds in the area after a rain. Grabrick felt <br />the drainage issue on the Kimmes plat needed to be resolved, and that the <br />resolution of that issue will dictate the number of lots which can be <br />developed. <br />Carson asked if there was any interest on the part of the property owners <br />in this area in purchasing this property. <br />Farley indicated that the previous owner tried to sell the property for more <br />than it was worth. Mr. Kimmes purchased the property and made an <br />investment in it assuming he could change the rules. This has pushed the <br />bar even higher above market value. <br />Grabrick pointed out the discussion regarding the property line dispute <br />between Mr. Kimmes and Mr, Farley. Grabrick indicated that a few years <br />ago there was an issue with his property line, therefore, felt there was <br />some discrepancy with property descriptions in this area. <br />Jim Manteuffel, 2205 Arcade Street, pointed out that in 1995 the roads in <br />the neighborhood has deteriorated to the point where something needed to <br />be done. All six property owners in the neighborhood agreed that water <br />main needed to be brought in and the road upgraded. In cooperation with <br />the neighborhood, the City improved the roads, maintaining a less -than- <br />standard road width in order to preserve the existing characteristics of the <br />neighborhood. Manteuffel felt that the addition of five homes would <br />double the amount of traffic on the roads in this neighborhood. This will <br />cause safety concerns, and Manteuffel felt that this needed to be addressed <br />through the density issue. <br />Keis indicated that he would support a five -lot development if Viking <br />Drive is upgraded to meet City standards. <br />Page 26 <br />
