e. Roof. The Design Guidelines encourages decorative style cornices <br />for flat roof structures. A pre - finished metal fascia has been provided <br />at the top of the proposed building. The City Council should require <br />that this metal fascia be replace in accordance with the cornice <br />designs illustrated in the Guidebook. <br />f. Building Materials. The proposed building is to be constructed of <br />brick along the front facade and the front two- thirds of the side <br />elevations. The rear one third of the side elevations and the rear of <br />the building is to be finished with painted concrete block. Given that <br />the south side elevation fronts the private street, the brick facade <br />should be extended the entire length of the south facade. The use of <br />concrete block at the rear of the building also raises compatibility <br />issues with a potential development on the proposed rear lot, as the <br />applicant has defined that site's front yard as the south property line. <br />Depending on how a building were developed on the rear lot, the <br />proposed concrete block at the rear of the Tuffy's Auto Center may be <br />visible from the entrance of a structure. <br />The applicant is also proposing to provide a set of black, white and <br />yellow color bands along the front and south facades of the building. <br />The submitted plans are not clear as to the type of material used for <br />these accent stripes. City Council should determine if the use of <br />these colors and the materials is appropriate within the Rice Street <br />Corridor. <br />2. Sign Elements. Per the requirements of Section 901.110.E.5.a of the <br />Zoning Ordinance and the Little Canada Architectural Design Guidelines, the <br />Tuffy Auto Center building is limited to two signs. The Applicant is proposing <br />to provide a total of six signs as indicated on the submitted site plan. The <br />submitted landscape plan indicates the location of a free - standing sign, <br />however, no specific details have been provided. The maximum number of <br />signs allowed at the site, including both freestanding or wall signs will be two. <br />The Design Guidelines also prohibit the use of plastic panel signs such as <br />proposed by Tuffy's Auto Center. Any proposed signage to be installed on <br />the building should be constructed of natural materials consistent with the <br />proposed building materials. <br />The total maximum area of signage allowed per the design guidelines is <br />equal to 1 -1/2 sq. ft. per lineal foot of building frontage or 125 feet, whichever <br />is less. Based upon the proposed building design, the maximum sign area <br />allowed is 125 sq. ft. <br />Page 38 <br />
