3. Landscaping Elements. The Architectural Guidelines state that plant <br />material should be used to define and screen off- street parking areas. The <br />proposed landscaping plan does not attempt to screen the parking areas <br />from Rice Street. No street trees along Rice Street have been incorporated <br />on the landscape plan. The Architectural Guidelines as a policy that a <br />double lined row of street trees should be incorporated along Rice Street. <br />Space for future installation of trees has been provided. The landscape plan <br />should be revised to provide the double row of street trees in order to screen <br />the service bay activity from Rice Street if the reorientation of the structure <br />is not pursued. The revised landscaping should also accommodate a future <br />allee. <br />With regards to the plant types proposed, the Sugar Maple that is to be <br />located near Rice Street is not generally salt tolerant. The tree will likely be <br />affected by salt spray from Rice Street. At the rear of the building, the <br />proposed Ash trees will not provide sufficient screening from the proposed <br />rear lot, especially during the winter. The landscape plan should be revised <br />to provide conifer trees along the east property line so as to provide year <br />round screening. <br />Surfacing. The applicant is proposing to surface ail non structure or landscaped <br />areas with bituminous material in accordance with Section 911.040.0.3 of the <br />Zoning Ordinance. <br />tat area. The proposed Tuffy's Auto Center site has an area of 30,000 sq. ft., <br />which satisfies the 20,000 sq. ft. minimum lot size required by 911.040.C.4. <br />Drainage. As discussed previously, all drainage issues shall be subject to review <br />and approval of thaCity Engineer per the requirements of Section 911.040.0.5. <br />► Curb and gutter. Section 911.040.0.6 requires a 6 inch curb to separate any <br />public side walk from the service bays. The submitted site plan illustrates curb and <br />gutter around all parking areas as required by the Zoning Ordinance. These curbs, <br />with the exception of disability accessible ramps shall be a minimum height of 6 <br />inches above grade. <br />Lighting. Section 911.040.0.7 requires that no direct source of light shall be visible <br />from the public right of way. All sight lighting shall be hooded and so directed so as <br />to comply with this provision. The applicant shall also be required to submit a <br />photometric lighting plan so as to demonstrate compliance with Section 903.020.1 <br />of the Ordinance. Also, Section 911.040.0.10 requires all light standard islands to <br />be landscaped. <br />Page 39 <br />
