MINUTES <br />PLANNING COMMISSION <br />TUNE 12, 1997 <br />Benedict pointed out that this is the reason he asked David Schak of Tuffy <br />Auto Service Centers to provide the Commission with a little history on <br />the business. Benedict also pointed out that they are proposing a brick <br />facade on the front and sides of the building, with the back of the building <br />being painted block. <br />The Commission discussed turning the building so that the doors face to <br />the south. Benedict indicated that he will discuss the possibility with <br />Tuffy's. Benedict also indicated that he has tried to line up the setback of <br />the building even with Hardee's. Benedict pointed out that the building <br />being proposed is 17'4 ", and the Planner has indicated that the building <br />should have a 14' maximum height. Benedict stated that the 174" was <br />needed because of the lifts inside the building. <br />Keis stated that he had no problem with the use proposed, but suggested <br />that any rezoning be restricted to the Tuffy site at this point. Keis pointed <br />out that issues such as building orientation, height, exterior facade, <br />awnings, landscaping still need to be addressed. <br />Schletty indicated that he had no problem with the use, and felt a diversity <br />of business was needed in the area. Schletty pointed out that he is unable <br />to look at a Tuffy building since there are none in the Twin Cities, <br />therefore, must rely on the information provided by the developer. <br />Schletty stated that he was comfortable with the Abra proposal and was <br />able to look at other Abras to determine how these properties were <br />maintained. <br />Knudsen pointed out that if Tuffy's is not maintained, the issue becomes <br />one of enforcement. <br />Benedict reported that the Tuffy locations are as highly regarded as Abra. <br />Benedict indicated that all he could do was present a detailed plan and the <br />background of the company. Benedict stated that he could provide <br />references from other cities and their planning staffs if that was required. <br />Carson suggested that parking of finished cars should be required at the <br />rear of the property. It appears that the parking area is proposed for the <br />front. along Rice Street. <br />Montour asked what would be Tuffy's closest competitor. Stopplested <br />replied that Midas would be the closest to the Tuffy operation. Montour <br />asked if the businesses were franchised. Benedict replied that some are <br />and some remain corporate. However, Tuffy's corporate office remains <br />Page 50 <br />
