Any restrictions that the City would <br />place on the business would be incorporated into the lease <br />Barraclough stated that he liked the Tuffy concept as long as certain <br />aspects could be controlled. <br />Carl Schroeder reported that he has been trying to find businesses that <br />would provide some diversity to the area, and it has been difficult. <br />Schroeder reported that he has checked out the financial stability of <br />Tuffy's and the business appears solid and they have been around for <br />some time. Schroeder pointed out that if a restaurant were proposed for <br />the site, it would be competing with the other restaurants in the areas. <br />Knudsen pointed out that the Commission recommended approval of Abra <br />given that they proposed a good - looking building that would add to the <br />area. The Council denied Abra on the basis that the business was major <br />auto repair, but indicated that they would consider a minor auto repair use <br />for the property. Knudsen felt the rezoning should be recommended for <br />approval if the Commission is comfortable with the aesthetics of the <br />proposal and given that the use is minor auto repair. Knudsen felt there <br />was no significant reason to deny the proposal. <br />The consensus of the Commission was in support of the rezoning. <br />The Commission discussed the architectural issues. Carson suggested that <br />on -site parking be at the back of the building. Benedict felt this could be <br />accomplished by turning the building and relocating the parking. <br />Stopplested pointed out that while the Abra use would result in overnight <br />parking of vehicles, vehicles will only be parked at the Tuffy's site for a <br />few hours. <br />Benedict pointed out that the building may have to be moved further west <br />to accommodate parking on the east end of the property. While their goal <br />had been to line up the building setbacks along Rice Street, it may be <br />acceptable to turn the building and move it further west. <br />Schletty indicated that he would prefer that Tuffy's comes in with a <br />revised site plan showing the Commission what can be done to <br />accommodate the architectural changes being discussed. <br />Knudsen asked what would be seen from the north if the building is turned <br />and overhead doors face south. Stopplested suggested that the north side <br />of the building would be heavily landscaped. It was suggested that rather <br />than just viewing the back of a block building, the brick be wrapped <br />Page 51 <br />
