MINUTES <br />CITY COUNCIL <br />MAY 27, 2026 <br />2025 FINANCIAL AUDIT REPORT BY CITY AUDITOR, ABDO <br />The Finance Director recognized the efforts of members of City staff who assisted in getting <br />through this process. <br />John Stachel, Abdo, presented the results of the 2025 Financial Statement Audit for Little <br />Canada, reporting a clean, or unmodified opinion, with no instances of noncompliance. He <br />stated that there was one internal control finding related to limited segregation of duties, noting <br />that it is a common finding for cities of this size. He also provided an overview of the general <br />fund, other City funds, and key performance indicators. He thanked staff for their efforts in <br />ensuring this was a smooth process. <br />Malone asked for more information on the data on current expenditures versus capital. Stachel <br />provided additional explanation on the two categories and the comparison that is provided to <br />other communities. <br />Schwalbach asked for information on the large jump in 2023/2024 compared to the previous <br />years. It was noted to be a ladder truck. Kwapick noted that there would be another jump in <br />2026. <br />Miller introduced the following resolution and moved its adoption: <br />CONTAINS THE FOLLOWING: <br />• Approval of the Vouchers <br />• Accept 2026 Quarter 1 Financial Report <br />• Approve Temporary Liquor License for Little Canada Recreation Association for <br />July 30 - August 2, 2026 <br />• Approve Temporary Liquor License for Little Canada Canadian Days, Inc. for July 31 <br />- August 2, 2026 <br />• Approve Purchase of Conference Room Technology Equipment <br />• Authorize Application to Metropolitan Council Active Transportation Grant Program <br />for Labore Road Improvement Project <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />AWARD CONSTRUCTION CONTRACT AND ENTER INTO COOPERATIVE AGREEMENTS WITH <br />MNDOT AND RAMSEY COUNTY FOR LITTLE CANADA ROAD PROJECT <br />The City Engineer stated that tonight he will be presenting consideration of the bid award for the <br />Little Canada Road project, along with the Cooperative Agreements with the project partners. He <br />stated that before they sent the project out for bid, he provided a presentation on the project and <br />provided a brief recap of those project details. He reviewed the upcoming project schedule and <br />presented the bids received, noting that Eureka Construction, Inc. was the lowest bidder at <br />$11,695,371.90. Fie reviewed the project cost estimate and funding update and recommended <br />approval of the three action items before the Council tonight. <br />C! <br />
