MINUTES <br />CITY COUNCIL <br />MAY 27, 2026 <br />Kwapick noted that this project will be starting concurrently with the County Road C 4-3 project <br />and asked if messaging to residents could include details on both projects. <br />The Public Works Director commented that there is one additional open house for the County <br />project in June and agreed that they could include both projects in the communications plan. <br />Miller recognized that this is a two-year project and asked for details on what the project area will <br />look like during the winter months. He believed that it would be helpful to have project details for <br />both projects in one area, rather than residents having to look for project details on both the City <br />and County pages. <br />The City Engineer explained that they do not want to communicate details too far ahead, as they <br />want to ensure proper timing and information is provided. He stated that invitations will be sent <br />soon for the public meeting in June. Fie confirmed that the ramp to 35E would not be impacted <br />this year, as they will focus on the west roundabout this year. <br />Malone asked if the city would have signage listing businesses that are open for business during <br />construction. The City Engineer stated that for the vast majority of the project, the corridor will <br />remain open to two-lane traffic with limited impacts to businesses. He stated that they can use <br />targeted construction signage during the project when necessary. He commented that they have <br />been discussing other messaging they can use to let people know that businesses are open. <br />Miller asked that there be extra communication to the businesses related to truck routes during <br />construction. The City Engineer recognized that this is a heavily traveled corridor. <br />Kwapick asked if they would use detours from 35E, encouraging people to use 36 to Rice Street <br />or 694 to Rice Street to avoid this roadway. The City Engineer stated that there will be a few <br />instances when a detour is posted for a limited duration when two-lane traffic cannot be <br />supported. He stated that they will have some signage alerting drivers to construction in the area <br />and a recommendation to use alternate routes. <br />Kwapick introduced the following resolution and moved its adoption: <br />CONSTRUCTION CONTRACT TO EUREKA CONSTRUCTION, INC., UPON MNDOT <br />OFFICE OF CIVIL RIGHTS APPROVAL <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5).
