Staff Report <br />To:Mayor Fischer and Members of the City Council <br />From:Heidi Heller, City Clerk/HR Manager <br />Date: May 13, 2026 <br />Re:Temporarily Designate New Precinct 2 Polling Place Location for August 11, <br />2026 Primary Election <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />ď‚·Temporarily move the Precinct 2 Polling Place from Little Canada Elementary School to <br />Little Canada City Hall for the August 11, 2026, Primary Election. <br />Background: <br />Laws of Minnesota 2017, Chapter 92 requires the governing body of each municipality to <br />designate the locations of its polling places for the following election year, but the law does <br />permit changing polling place locations in the year of the election if the polling place authorized <br />by your governing body has become unavailable for use. <br />The Little Canada Precinct 2 polling place is at Little Canada Elementary School. The Roseville <br />School District notified the Ramsey County elections office that due to summer programming <br />that will be held at the school, for the safety of students they will not allow Little Canada <br />Elementary School to be used as a polling location for the August Primary Election. The City <br />Council will need to designate a new polling place for Precinct 2 during the August 11 Primary <br />Election. <br />Since the Primary Election is not as busy as the General Election, city and county elections staff <br />feel it is feasible to combine Precincts 2 and 3 together at Little Canada City Hall for this <br />election. Ramsey County will mail a notice to all Precinct 2 registered voters to notify them of <br />the location change, and city staff will take extra efforts to make voters aware of the change. The <br />location change will only be for the August election, but since the law does not provide an option <br />for a temporary location change, Council will need to pass a resolution now, and then again after <br />August 11, to move back to Little Canada Elementary School for the November 2026 General <br />Election. <br />Staff Recommendations: <br />Staff recommends Council approve the resolution temporarily moving the Precinct 2 polling <br />place to Little Canada City Hall for the August 11, 2026, Primary Election. <br />Attachments: <br />ď‚·Resolution
