Staff Report <br />To:Mayor Fischer and Members of the City Council <br />From:Carl Jacobson, Finance Director <br />Date: May 13, 2026 <br />Re:Designate the Authority to Make Electronic Fund Transfers <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />The Designation of Authority to Make Electronic Fund Transfers: Carl Jacobson and <br />Bryce Shearen <br />Background: <br />Pursuant to State Statute 471.38, subd. 3 et seq, the City Council is being asked to delegate the <br />authority to make electronic funds transfers for 2026, following the hire of the city’s new <br />Finance Director, Carl Jacobson. This action previously occurred at the December 17, 2025, <br />City Council meeting, authorizing Administrator Shearen and Director Margureanu. Based <br />upon past practice as well as current practice, it is recommended that the following individuals <br />be designated to make electronic funds transfers for the City of Little Canada going forward in <br />2026: <br />Bryce Shearen <br />Carl Jacobson <br />Designation of the authority to make electronic funds transfers helps to ensure compliance with <br />MN State Statute. <br />Strategic Priority: None <br />Sources of Funds: No budgetary impact at this time. <br />Staff Recommendations: <br />Make a motion to designate the following individuals the authority to make electronic funds <br />transfers going forward for 2026: <br />Bryce Shearen <br />Carl Jacobson <br />Attachments: <br />1)Resolution to Designate the Authority to Make Electronic Funds Transfers.
