<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Laura Linehan, Assistant City Administrator <br /> City of Little Canada Leadership Team <br /> <br />Date: May 27, 2026 <br /> <br />Re: Comparable Communities List Discussion <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Discuss the presented comparable communities lists for Compensation, Administration, <br />Finance, Public Works, Parks, and Community Development <br /> <br />Background: <br />At the April 26, 2026, City Council Meeting, the City Council approved staff to execute a <br />professional services agreement with MGT Impact Solutions LLC for a compensation and <br />classification study. As part of that study, a market and benefit analysis is included, which <br />requires the city to gather data from comparable communities. <br /> <br />Additionally, as part of the city’s 2025-2030 Strategic Plan approved on May 14, 2025, the <br />council directed staff to develop a council-supported list of approved comparable communities. <br /> <br />As part of the workshop discussion, staff will be presenting two types of comparable <br />communities lists. <br />1. List for compensation study, and compensation/benefits research going forward <br />2. Department specific comparable community lists <br />a. As work differs between departments, when researching best practices, some <br />communities are more comparable than others. <br /> <br />b. The intention of these lists is to create an established roadmap for data collection, <br />while allowing for flexibility when needed. <br /> <br />Staff will be looking for direction on moving forward with the compensation study list, with final <br />consideration of both the compensation and department lists at the June 10 City Council meeting. <br /> <br />Compensation and Classification Comparable Communities for Market Study: <br />As part of the compensation and classification study, which will gather both market data and <br />benefit offerings, MGT, the city’s consultants have created a matrix to analyze the best <br />comparable communities based on a variety of factors: <br />• Population (15 points) <br />• Per Capita Income (15 points) <br />• Taxable Tax Capacity (15 points) <br />• Median Housing Value (15 points)
