• Total Current Expenditures (15 points)
• Property Tax Revenue (15 points)
• Proximity to Little Canada (10 points)

Data was collected from a variety of sources. Communities within the seven-county metro area
with populations between 5,200 and 24,500 were included as part of the initial analysis which
resulted in data from over 50 communities. As part of the compensation study, MGT
recommends 15-20 peers be selected for purposes of data collection data. Initially, MGT
recommended those peers with a score of 85 points or above.

Staff reviewed those peers and recommended a few adjustments to the comparable communities
list, which MGT has agreed with. Those adjustments included:
• Adding peers that border Little Canada or are in proximity including Maplewood,
Roseville, Shoreview, Mendota Heights and New Brighton.
o These are also cities Little Canada works with closely with, and has gained
employees from, or lost employees to.
• Removing municipalities that 40 miles and over in distance, which included communities
in Scott County as they are no longer considered a “metro community.”

Table 1 shows the data results from the comparable communities recommended for purposes of
the classification and compensation study, and the corresponding score. This would result in a
total of 20 comparable communities.

Table 1 – Proposed Comparable Communities for Compensation Study
If approved, staff would utilize this list going forward for all compensation or benefit based
analysis including, but not limited to annual cost of living adjustments, benefit level review, and
any other compensation based research that may occur.
