<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Bryce Shearen, City Administrator <br /> <br />Date: May 27, 2026 <br /> <br />Re: City Council Vacancy Appointment <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Resolution appointing Nick Schwalbach to the vacant Little Canada City Council seat. <br /> <br />Background: <br />Following the resignation of Councilmember Gutierrez, the City initiated a process to fill the vacant <br />City Council seat for the remainder of the term ending December 31, 2026. The Council declared a <br />vacancy on March 25, 2026, and discussed the process for filling it on April 8, 2026. <br /> <br />Beginning April 9, 2026, staff conducted broad community outreach to inform residents of the process <br />through the city’s website, social media platforms, email subscriptions, distribution lists, local news <br />interview, and materials available at City Hall. Online applications were accepted from April 9 to April <br />24, 2026 (paper copy applications were available if needed). <br /> <br />The city received 11 applications from interested residents and received a strong pool of applicants <br />representing a variety of backgrounds, experiences, and community perspectives. Council members <br />independently reviewed and evaluated the applications, which were used to provide the framework to <br />assist with the discussion that was held at a workshop on Wednesday, May 6, 2026. <br /> <br />At the Council review workshop, the Council discussed the applicants and used a structured process to <br />identify finalists for interviews. Through discussion, the pool was narrowed to two finalists who were <br />invited to interview with the Council on Wednesday, May 20, 2026. <br /> <br />At the conclusion of the interviews, the Council met to discuss the interviews and ultimately directed <br />staff to prepare the appointment of Nick Schwalbach as the City Councilmember to fill the vacant seat. <br /> <br />Recommendation: <br />Staff recommends the City Council approve the resolution appointing Nick Schwalbach to the vacant <br />City Council seat with a term ending December 31, 2026.
