<br /> <br /> Staff Report <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Laura Linehan, Assistant City Administrator <br /> City of Little Canada Leadership Team <br /> <br />Date: June 10, 2026 <br /> <br />Re: Comparable Community Lists <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• The comparable community list for Compensation, Administration, Finance, Public Works, <br />Parks, and Community Development <br /> <br />Background: <br />At the April 26, 2026, City Council Meeting, the City Council approved staff to execute a <br />professional services agreement with MGT Impact Solutions LLC for a compensation and <br />classification study. As part of that study, a market and benefit analysis is included, which <br />requires the city to gather data from comparable communities. <br /> <br />Additionally, as part of the city’s 2025-2030 Strategic Plan approved on May 14, 2025, the <br />council directed staff to develop a council-supported list of approved comparable communities. <br /> <br />As part of the workshop discussion, which was held on May 27, staff presented two types of <br />comparable community lists: <br />1. List for compensation study, and compensation/benefits research going forward <br />2. Department specific comparable community lists <br /> <br />Compensation and Classification Comparable Communities for Market Study: <br />As part of the compensation and classification study, a survey was launched to gather both <br />market data and benefit offerings. MGT, the city’s consultants, created a matrix to analyze the <br />best comparable communities based on a variety of factors as the basis for that survey: <br />• Population (15 points) <br />• Per Capita Income (15 points) <br />• Taxable Tax Capacity (15 points) <br />• Median Housing Value (15 points) <br />• Total Current Expenditures (15 points) <br />• Property Tax Revenue (15 points) <br />• Proximity to Little Canada (10 points) <br /> <br />Data was collected from a variety of sources. Communities within the seven-county metro area <br />with populations between 5,200 and 24,500 were included as part of the initial analysis, which <br />resulted in data from over 50 communities. As part of the compensation study, MGT <br />recommends 15-20 peers be selected for purposes of data collection. Initially, MGT <br />recommended those peers with a score of 85 points or above. <br />
