Staff reviewed those peers and recommended a few adjustments to the comparable
communities list, which MGT has agreed with. Those adjustments included:
• Adding peers that border Little Canada or are in proximity, including Maplewood,
Roseville, Shoreview, Mendota Heights, and New Brighton.
o These are also cities Little Canada works with closely, has gained employees from,
or lost employees to.
• Removing municipalities that are 40 miles and over in distance, which included
communities in Scott County, as they are no longer considered a “metro community.”

Table 1 shows the results from the comparable communities recommended for the classification
and compensation study, along with their corresponding scores. This would result in a total of 20
comparable communities.

Table 1 – Proposed Comparable Communities for Compensation Study

As discussed in the workshop, staff would use this list going forward for all compensation- or
benefit-based analyses, including, but not limited to, annual cost-of-living adjustments, benefit-
level reviews, and any other compensation-based research that may occur.

Following discussion of the 20 comparable communities, the council directed staff to proceed
with the compensation list for the market survey and authorized bringing the list forward for
formal approval.
Departmental Comparable Community Lists
At the May 27 workshop, staff presented comparable community lists by department:
Administration, Finance, Community Development, Parks and Recreation, and Public Works.
Each department had a different list because work varies across departments. When researching
best practices, some communities are more comparable than others.

The purpose of these lists is to provide a clear roadmap for data collection while allowing for
flexibility when needed.
