<br />In addition to the comparable community list, staff provided an overview of the “spotlight
<br />communities” concept as part of the analysis. “Spotlight communities” are cities that are doing
<br />unique and innovative work in specific departments. When appropriate to collect, this data would
<br />be specifically called out as a “spotlight” when conducting research and presenting to council.
<br />
<br />Staff recommended the following spotlight communities:
<br />• Public Works spotlight communities: Woodbury and Rosemount
<br />• Parks and Recreation spotlight community: Woodbury
<br />• Administration spotlight community: Woodbury
<br />
<br />Not all departments have a spotlight community due to the nature of their work. For example,
<br />compensation-based research would not have a spotlight, nor would Finance.
<br />Following a discussion of the department-specific comparable community lists, the City Council
<br />recommended removing North Oaks from the Finance Department's comparable community list.
<br />
<br />Additionally, the council requested information on Mounds View and whether it would be a
<br />beneficial comparable community for the Community Development Department. While Mounds
<br />View is similar in size to Little Canada, its location (west of 35W and fully north of 694),
<br />demographic differences, and the more suburban nature of the community were taken into
<br />consideration and ultimately not used in past research and studies. Finally, the council requested
<br />that the comparable community lists be combined into an easy-to-navigate chart, which has
<br />been built for ease of final adoption.

<br />Table 2 shows the selected communities and their corresponding department lists. If a city
<br />department selected a community, it will be noted as “all departments.”
