NFAC <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: January 5, 1998 <br />RE: Little Canada - Pitrina Park Terrace Final Plat/PUD <br />FILE NO: 758.09 - 98.03 <br />Masterpiece Homes has applied for Final Plat and Development Stage /Final PUD <br />approvals for the first phase of Pitrina Park Terrace townhomes. Phase One consists of <br />28 units in fourteen twinhome structures.. The project would include the construction of <br />Allan Avenue from DeSoto Street to about 660 feet west. Future phases would include the <br />construction of Allan Avenue through to Centerville Road. <br />All of the proposed development activity will be around two cul -de -sacs on the south side <br />of the extended Allan Avenue. The plat includes a dedication of the south half of the Allan <br />Avenue right of way, with the north half being deeded to the City for street use. Upon <br />development of the north half of the project, the developer should plan to dedicate the <br />north half of Allan Avenue as well. The Final Plat appears to be adequate, and in general <br />compliance with the Preliminary Plat requirements. <br />With regard to the Final PUD, a number of issues were raised at the preliminary stage with <br />regard to landscaping, building spacing and site development. The staff report on the <br />PUD in May of 1995 included a recommendation that the following plans were to be <br />submitted for Final PUD consideration: <br />• <br />• <br />• <br />Preliminary floor plans, illustrating the layout of the building on the proposed <br />lots <br />Driveway locations, illustrating adequate snow storage on the cull -de -sacs <br />Common mailbox sites, avoiding interference with driveways and snow <br />storage areas <br />5775 WAYZATA BOULEVARD.
