NXC <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: January 5, 1998 <br />RE: Little Canada - Masterpiece Homes - Temporary Directional Signs <br />FILE NO: 758.09 - 98.02 <br />Masterpiece Homes has applied for a Conditional Use Permit to allow the placement of off - <br />site directional signs which would direct traffic to open houses and /or model homes at its <br />Pitrina Park Terrace townhome development at Allan Avenue and DeSoto Street. The <br />City's Sign Ordinance allows on -site real estate construction signs of up to 50 square feet. <br />Off -site directional signs are allowed only by CUP, subject to size limitations placed by the <br />City Council, and the following standards as listed in the ordinance: <br />Access is questionable and /or confusing; <br />Resulting traffic safety may be jeopardized, or traffic inappropriately utilizes <br />residential, minor streets; and <br />Signage contains no advertising. <br />This project is proposed to begin its construction at the easternmost point. Allan Avenue <br />will not be constructed through to Centerville Road until a later phase. As a result, it could <br />be argued that access is questionable to the project. Moreover, traffic which is seeking <br />the project would drive through residential areas to find the development, although this will <br />be necessary until Allan Avenue is constructed in its entirety. Finally, the signs must not <br />have any advertising. The Zoning Ordinance defines advertising signs as those which <br />contain information about products or services not exclusively related to the premises <br />involved. The signs should therefore be restricted to the name of the applicant <br />(Masterpiece Homes), the name of the product (model home /open house) and a directional <br />device such as an arrow.
