The second issue involves proposed locations for the signs. The applicant has requested <br />the approval of seven locations, with a duration for the signs of up to two years. One of <br />the locations is at the site, where on -site real estate development signs are allowed as <br />permitted signs. The other six sites are as follows: <br />a. Edgerton Street and County Road D <br />b. Edgerton Street and Allan Avenue <br />c. Edgerton Street and Little Canada Road <br />d. Centerville Road and Little Canada Road <br />e. Centerville Road and Eli Road <br />f. DeSoto Street and Eli Road <br />The first four sign locations are at major intersections; or where Allan Avenue intersects <br />with a collector street (Edgerton). These would appear to comply with the requirements <br />of the ordinance. However, the two proposed signs at Eli Road would direct traffic through <br />minor streets and residential areas otherwise unrelated to the project. We would not <br />recommend these locations. <br />The Sign Ordinance permits only governmental signs in the public right -of -way. The <br />applicant must demonstrate to the City that the proposed signs are located on private <br />property with the approval of the property owner. This should be provided in writing from <br />the property owner in question. We would recommend no more than one sign at each of <br />the approved intersections, with size restricted to four square feet as permitted for on -site <br />real estate signs. The proposed signs would actually be three square feet as detailed in <br />the application. <br />Finally, we would recommend that the sign at Allan Avenue and Edgerton be replaced by <br />a sign at Allan Avenue and Centerville Road once Allan Avenue is constructed to that <br />point. This would help remove traffic from Allan Avenue to a higher traffic carrier and <br />avoid directing development traffic through a low density residential area. <br />In summary, we would recommend approval of the four signs listed above as (a) through <br />(d), on condition that the signs direct traffic along Centerville Road when that access <br />becomes available.
