MINUTES <br />PLANNING COMMISSION <br />JANUARY 8,1998 <br />signs would be put up each morning and taken down in the evening. <br />Magnuson reported that Pitrina Park is difficult for prospective buyers to <br />find, especially since Allen Avenue is not yet through to Centerville Road. <br />It was noted that the City Planner is recommending that the signs at Eli <br />Road/Centerville Road and Eli Road/DeSoto Street not be approved since <br />they would direct traffic through minor streets and residential areas <br />otherwise unrelated to the project. The Planner pointed out that a <br />Conditional Use Permit is required for off -site signage. <br />Schletty pointed out that realtors put up these signs illegally all the time. <br />Masterpiece Homes has been the only one to ask permission to do so. <br />The City Planner reported that Masterpiece Homes had the signs up, but <br />because of City enforcement activities, they were taken down. The <br />Planner agreed that Masterpiece Homes is now making a request for a <br />Conditional. Use Permit for off - premise signs as is required by City <br />Ordinance and that no other realtor has made a similar request. <br />Knudsen suggested specific guidelines should be established for off - <br />premise signs. The Planner replied that the ordinance now limits off- <br />premise signs by CUP for properties with questionable and/or confusing <br />access; where resulting traffic safety may be jeopardized, or traffic <br />inappropriately utilizes residential, minor streets; and prohibits the signage <br />from containing advertising. <br />Carson suggested that an administrative permit may be more appropriate <br />than processing off - premise sign requests by CUP. <br />Keis asked how long the CUP would run if it were approved. <br />The Planner replied that the CUP would run as long as the conditions of <br />the request are present. <br />Knudsen asked who was allowed off - premise signs without a CUP being <br />issued. The Planner replied that under the current ordinance no one is. <br />Knudsen questioned whether the Planning Commission wanted realtors <br />coming before it every time they wanted an off - premise sign. Knudsen <br />did not feel this was the best use of anyone's time. Knudsen suggested <br />that the ordinance be amended to allow for an administrative permit, and <br />that specific criteria be established for off - premise signs. Knudsen did not <br />feel the City should inhibit the ability of realtors to sell homes. <br />Page 31 <br />
