MINUTES <br />PLANNING COMMISSION <br />JANUARY 8, 1998 <br />Schletty asked what Roseville's policy was for off - premise signs. The <br />Planner stated that it would be his guess that most cities restrict off - <br />premise signs, but do not enforce these restrictions. <br />Barraclough pointed out that some signs are erected in such a way as to <br />block visibility at intersections and become a safety hazard. <br />Schletty pointed out that open house signs are only up temporarily. The <br />Planner indicated that there are homes for sale by owners that may allow <br />viewing at any time. These open house signs could be up for very long <br />periods of time. <br />Schletty suggested that the Commission deal with the CUP request from <br />Masterpiece Homes at this time. Schletty suggested that the ordinance <br />amendment be tabled until more information is obtained from other cities <br />as to how they handle these signs. <br />Montour suggested that the signs be allowed at Eli Road/Centerville Road <br />and at Eli Road/DeSoto Street until such time as Allen Avenue goes all the <br />way through. Gordie Howe reported that the road should be all the way <br />through and blacktopped in the Spring. <br />Montour reported that he lives across the street from Pitrina Park and there <br />is not much traffic to and from the development. Montour reported that he <br />had no objections to the signs being proposed. He also indicated that once <br />Allen Avenue is all the way through to Centerville, the traffic on DeSoto <br />Street should pretty much go away. <br />Keis questioned whether property owners at the sign locations would want <br />to see these signs for the next two years. The Planner pointed out that off - <br />premise signs cannot be put up without the property owner's permission. <br />The Planner pointed out that there are two issues being considered. The <br />first is the request for a CUP to place signs in the locations outlined on <br />private property if the permission of the property owners can be obtained. <br />The second issue is a text amendment that would allow these signs to be <br />placed in the road right -of -way. <br />Schletty stated that he would assume that these business people would try <br />to locate their signs in a manner to get prospective buyers to Pitrina Park <br />in the easiest way possible. Schletty asked if Masterpiece Homes would <br />have to come back to the Commission for permission to place a sign at <br />Allen Avenue and Centerville Road <br />Montour pointed out that a sign at Allen Avenue and Centerville Road <br />would be on the Pitrina Park property, therefore, would not be an off- <br />''age 32 <br />
