Northern States Power Company
1700 E County Road E
White Bear Lake, MN 55110
December 9, 1997
City Manager
City of Little Canada
515 Little Canada Road
Little Canada, MN 55117 -1600
Dear Joel
I'm writing this letter to request an exception to the underground ordinance on the basis
of impractical costs to be borne by the resident at 551 Alien Ave. NSP has a project at
549 Allen Ave in which I have to reroute an overhead electric service to 551 Alien Ave.
The existing overhead service crosses a parcel that was subdivided from the lot at 551
Allen Ave. In maintaining the service to 551 Alien Ave., NSP will be required to set a
pole in the boulevard. The new lot at 549 Alien Ave. could be served underground from
the existing overhead facilities. To serve the residence at 551 Allen Ave. with
underground service will require them to have an electrician change out the existing
meter box to an underground , pay overhead to underground service conversion costs
of $575.00 plus $2.00 per trench foot for service installation and be placed on the
underground service rate of $2.00 per month. All of these costs would be borne by the
resident at 551 Allen Ave.
Under these circumstances NSP is obligated to maintain electric service in the manner
by which the customer is receiving it. The homeowner in this case is potentially
obligated to spend several hundred dollars due to City ordinance. It is by these
circumstances NSP requests an exception to the City's underground ordinance.
If you have any questions, please feel free to call me at 779 -3113.
Sincerely,
M E Anderson
Customer Service Design Specialist
Page 46
