Tangen, Public Works Director
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
RE: NSP request to install overhead electric service to an existing house at 551
Allen Ave.
NSP has submitted a permit request to install a pole and an overhead electric service to 551
Allen Avenue and they have also submitted a letter requesting an exception from our ordinance
2301, Underground Installation of New Utility Lines.
Enclosed for your information, is a copy of our ordinance regarding underground installation of
new utility lines, a plot map of the area, a copy of the letter from Milt Anderson of NSP and a
NSP drawing. The drawing shows the approximate location of the existing utility pole and
proposed new utility pole.
In order for a new home to be built at 549 Allen Avenue the existing electric service to 551 Allen
Avenue would have to be relocated. The service line currently crosses the vacant lot at 549
Allen Avenue. (please see NSP drawing) Our ordinance states that this new line would have to
be buried underground.
I have met with the present property owner at 549 Allen Avenue and Milt Anderson of NSP to
discuss other options: We have arrived at two options.
1. The first option is to install the pole as proposed by NSP and require them to run
underground service to the existing home at 551 Allen Avenue. This option would cost the
homeowner somewhere in the area of $1000.00 to $1500.00. (See Milt Anderson letter)
2. The second option is to install the pole as proposed and run an overhead service to 551 Allen
Avenue. This option would have little, if any cost to the homeowner.
I believe option #1 places an unnecessary financial burden on the property owner at 551 Allen
Avenue therefore, I recommend we allow NSP to install a new pole and run an overhead service
to 551 Allen Avenue as proposed in option #2.
Regardless of which option is chosen the electric service to 545 Allen Avenue will remain
unchanged and 549 Allen Avenue will be required to install an underground service when a
house is constructed.
Enc.
Page 45
