515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 484 -2177 / FAX: (651) 484 -4538
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: August 7, 1998
RE: Rice Street/Little Canada Road Redevelopment Update
MAYOR
Michael 1. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R Hanson
Kim Wise has been informed of the September 15th deadline for execution of the lease and
development agreements. He has indicated to me that he is redrafting the lease into Cinemark's
form incorporating our comments. He has also informed me that he will be here August 27th and
28th to finalize details on these agreements. I have forwarded him contacts for various services
he needs to perform for making site evaluations. Mr. Wise has also indicated he will be
contacting Mayor Fahey directly to talk to him about the status of the project. He assured me in
our most recent phone conversation that Cinemark has now put this project on the front burner
and things will be moving quickly.
I have also received other inquiries about developers who may be interested in the northeast
corner of Rice Street/Little Canada Road I have provided them with background information,
but made it clear we are dealing with another developer who has until September 15th to put a
deal together. Sherman Rutzik has also expressed frustration over the lack of action on our part
and his inability to put forth a development proposal. I have mentioned to him that if the
Cinemark project does not move forward as outlined by the Council, we would gladly accept a
proposal from him to redevelop this area subject to financial feasibility.
Our relocation consultants have made. contact with the tenants of the Guerin property. I have
instructed them to tell the tenants that the City is very interested in retaining them within the
community and would like to work with them to relocate them to a suitable location. While they
have been given a 90 -day notice to relocate, I have told them that we will provide them 90 days
from the date we are certain as to the development of the property in order to give them a little
more definition as to their future. Harold's Shoe Repair has informed me that they would ideally
like to be relocated next March or April based on their business trends. While I did not commit
to that date, I said we would keep that in mind as we move forward with redevelopment of this
area.
Page 57
