Fahey <br />COUNCIL <br />Beverly Scalze <br />Jim LaValle <br />Steve Morelan <br />Bob Pedersen <br />ADMINISTRATOR <br />Joel R Hanson <br />In an effort to make all the certification fees consistent, we have proposed that the fees for <br />delinquent refuse accounts be changed from $35 to $25 which is equal to the fee charged <br />delinquent sewer and water accounts. The reason we are lowering it to $25 rather than <br />increasing others to $35 is that the $25 fee is more in line with neighboring communities. Also, <br />the false alarm ordinance never had a certification fee for delinquent false alarms so we have <br />added that language as well. <br />Other revisions we have made involve the rates and collection of charges for our water and sewer <br />systems. The major changes are as follows: <br />♦ Removed all prior reference to rates as they are currently established by Council <br />resolution. <br />• Corrected billing and due dates. <br />♦ Added certification of delinquent bills language and retained the option of turning the <br />water off at the City's discretion. <br />• Added a statement saying the when a home is rented, the owner is ultimately responsible <br />for payment of charges. <br />♦ Deleted SAC section because we no longer bill sewer according to SAC charges. <br />I recommend that the ordinances be approved as amended. In addition, I recommend that the <br />Council pass a master resolution establishing the utility rates (a copy is attached).
