CITY OF LITTLE CANADA ORDINANCE NO. AN ORDINANCE AMENDING SECTIONS 205.140 (E), 809.140 (B), 816.070, AND 1601.300 THROUGH 1601.340 OF LITTLE CANADA'S MUNICIPAL CODE RELATING TO UTILITY RATES AND COLLECTION OF CHARGES FOR SEWER, REFUSE, FALSE ALARM AND WATER BILLS The City Council of the City of Little Canada hereby ordains: Section 1. Chapter 205.140 of the Little Canada City Code relating to sewer rates is hereby amended to read as follows: 205.140. SEWER RATES AND COLLECTION OF CHARGES. (A) There shall be a quarterly charge for use of the municipal sanitary sewer system. This quarterly charge and the penalty in (E) below shall be set forth and are subject to change by resolution of the City Council of Little Canada and shall at all times be subject to provisions of pertinent contracts with the Metropolitan Council Environmental Services. (B) All accounts shall be kept by the street number and under the account number assigned thereto, and by the name of the owner. All bills and notices shall be sent to the owner's address. If a non - residing owner desires bills and notices be sent to a different address, they shall notify the Utility Billing Department. If the property owner has requested bills and notices be sent to the property's tenant, and should a tenant be delinquent in payment of account balances, the property owner shall be ultimately responsible for payment of the sewer charges. (C) Where service is for less than a quarterly period, the quarterly charges will be pro- rated on a monthly basis. (D) Where an automatic sprinkler or irrigation system is connected to the Municipal water supply and metered separately, there shall be no sewer charged in association with that water usage. (E) Rates due and payable by each sewer user located beyond the territorial boundaries of the City shall be determined by a special contract. (F) Statements for sewer charges for the preceding quarterly period shall be mailed to each customer on or before the 15th day of January, April, July, and October of each year. Any account which remains unpaid thirty (30) or more days after the bill is mailed is a delinquent account. A penalty in the amount of ten percent (10 %) of the unpaid Page 1 of 5 Page 61
