balance shall be added to each delinquent account. Anv pre - payment or overpayment <br />of charges may be retained by the City and applied on subsequent quarterly <br />statements. <br />(G) Once annually, notice shall be provided to all account holders and owners with a <br />delinquent balance notifying them of the delinquency. If the delinquent accounts <br />remain unpaid after the payment date specified in the notice, a Twenty-five Dollar <br />($25.00) administrative charge shall be assessed on these delinquent accounts, and this <br />fee along with the delinquent sewer charges, including penalties, shall be certified by <br />the City Council to the Ramsey County Department of Property Taxes for collection <br />with taxes due against said premises. In the event that the administrative charge is to <br />be certified for unpaid water charges, pursuant to Section 1601.300(G), the <br />administrative charge for unpaid sewer charges shall be waived. Future changes to the <br />administrative charge shall be made by Council resolution. <br />(H) Exceptions to the sewer rates set forth above and the water service charge set forth in <br />Section 1601.300(A) shall apply to senior citizens and disabled citizens who otherwise <br />would be subject to sewer use charges. Any such senior citizen or disabled citizen, as <br />hereinafter defined, shall become eligible for the reduced rate of 50% off the quarterly <br />sewer and water service charge rates by signing an application provided by the City <br />affirming that he or she is owner and head of household at his or her address and is <br />receiving Retirement Survivors Insurance or Disability Insurance under the Social <br />Security Act. The applicant must also verify that their annual household income is <br />below the low income level established by the U.S. Department of Housing and Urban <br />Development. For the purpose of this subsection, a senior citizen shall be a person <br />sixty-five (65) years of age or older, the owner and head of a household, and entitled <br />to benefits under the Social Security Act. A disabled person is defined as one who is <br />sufficiently disabled as to qualify for Disability Insurance benefits under the Social <br />Security Act and is also the owner and head of his or her household. The reduced rate <br />established by this ordinance shall be subject to change by resolution of the City <br />Council. <br />Section 2. <br />Chapter 809.140.(B) of the Little Canada City Code relating to refuse collection is hereby <br />amended to read as follows: <br />(B) Collection of Unpaid Amounts. If such charge for service is not paid within thirty <br />(30) days after the last day of the billing period, there shall be a late charge of ten percent (10 %) <br />of the amount owing for the previous billing period added to the charge by the contracted <br />hauler(s).
