No person shall maliciously, willfully or negligently break, <br />damage, destroy, uncover, deface or tamper with any structure, <br />appurtenance or equipment which is a part of the municipal sewer <br />system. No person shall attach any prohibited or unreported lead <br />or line to that system without having a permit to do so, nor shall <br />any unreported connection be made on the owners premises, inside or <br />outside of the building thereon, which would introduce waters or <br />substances prohibited or forbidden by this Code. <br />205.100. CERTAIN CONNECTIONS PROHIBITED. No buildings <br />located on property lying outside the limits of the City shall be <br />connected to the municipal sanitary sewer system unless express <br />authorization therefore is obtained from the. Council of the City <br />and the Council of the City of St. Paul. <br />205.110. ENTRY UPON PRIVATE PROPERTY. The City Engineer and <br />other duly authorized employees of the City, bearing proper <br />credentials and identification, shall at reasonable times be <br />permitted to enter upon all properties for the purpose of <br />inspection, observation, measurement, sampling and testing in <br />connection with the operation of the municipal sanitary sewer <br />system. <br />205.120. REPAIR OF PUBLIC RIGHT OF WAY AND GAS LINES. <br />(1) No connection to the municipal sanitary sewer system <br />shall be finally approved until all streets, pavements, curbs and <br />boulevards or other public improvements thereon have been restored <br />to their former condition to the satisfaction o£ the City Engineer. <br />(2) Whenever any licensee hereunder or any other person <br />engaged in making a connection to the municipal sanitary sewer <br />system shall damage the coating on any gas mains or-gas lines, such <br />damage shall be promptly reported by the person causing such damage <br />to the Northern States Power Company or its successors before such <br />gas line or gas main is covered with earth. Failure to make such <br />report shall be considered a. violation of this Code subject to <br />penalties herein imposed. <br />205.130. VARIANCES. The Plumbing Inspector may permit <br />variations from the strict application of any of the provisions of <br />this Code if he is satisfied that there are special circumstances <br />or conditions affecting the premises for which the variance is <br />requested and that the granting of such variance will not <br />materially adversely affect the public health, safety or general <br />welfare or public or private property. Any variation permitted <br />under this provision must be noted on the permit. <br />205.140.
