c4+ 9 204ce
515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 4538
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: May 21, 1998
RE: Debt Levy Reduction Committee
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
Attached is a copy of the article placed in the newsletter calling for interested people to serve on
the proposed Debt Levy Reduction Committee. Given the fact that we are holding an economic
development workshop at 6:00 p.m., I am scheduling this topic for discussion during the Council
meeting. The purpose of our discussion will be for the Council to consider the formation of this
committee, the make -up of the committee from a citizen/business owner standpoint, the size of
the committee, and what we would like the committee to accomplish.
Regarding the goals of the committee, I envision a discussion about our current levy situation
with explanations relative to our budgetary process. We should also discuss various needs the
City will face into the future such as tax levies and levy limits, capital improvement needs,
infrastructure repair and replacement, and additional operating expenses. We can also provide a
comparison of the City's 1998 tax rate with other Ramsey County jurisdictions and cities our
size in the metro area. We can then analyze what various levels of levy reductions will do to our
projected tax rate and what the tax dollar impact is to various valued properties.
This can be a complicated, but exciting topic for us to consider. I look forward to receiving your
direction as to how you would like to proceed.
JRH:kpv
Enclosure
Page 41
