MINUTES <br />CITY COUNCIL <br />JULY 13, 1994 <br />RESOLUTION NO. 94 -7 -177 - TABLING ACTION ON THE REQUEST <br />FOR USAGE OF PIONEER PARK FOR A PRIVATE FUND- RAISING <br />TOURNAMENT UNTIL THE JULY 27, 1994 COUNCIL MEETING <br />The foregoing resolution was <br />Ayes (2) LaValle, Hanson. <br />Nays (2) Morelan, Pedersen. <br />Pedersen suggested that the <br />more details. <br />duly seconded by Hanson. <br />Resolution denied. <br />applicant be contact for <br />LaValle stated that he was not interested in the <br />proposal, again pointing out that the Council informed <br />the residents of the area that the park would not be <br />used for this purpose. <br />Don Scott reported that he lives approximately 100 feet <br />from the park and was concerned with the use of alcohol <br />in the park as well as security and law enforcement <br />issues. <br />Hanson pointed out that these are the details that the <br />Council is raising as well as insurance issues. <br />Scott pointed out the extra traffic to the area and <br />again expressed concern about the use of alcohol in the <br />park. <br />The Parks and Recreation Director reported that the <br />applicant would like to use the park for a tournament <br />even if the Council did not approve the temporary <br />liquor license. <br />The Administrative Assistant stated that she did not <br />believe a private individual would be able to obtain a <br />gambling license. Concern was also expressed about the <br />applicant's indication that a team beer - drinking trophy <br />would be awarded as part of the tournament and the <br />appropriateness of such a trophy. <br />The City Administrator agreed with these comments and <br />pointed out other issues that have to be resolved such <br />as clean -up and liability issues. The Administrator <br />felt that the City needed to develop a policy spelling <br />out the terms and conditions that must be met in order <br />for the park to be used for such an event. This policy <br />would apply to anyone in the future making a similar <br />request. <br />20 <br />Page 62 <br />
