MINUTES <br />Parks & Recreation Commission <br />November 3, 1994 <br />FIELD USAGE <br />POLICY <br />The Director distributed a memorandum to the Commission <br />regarding a survey on ball field usage policies for <br />tournaments that he had prepared since the last meeting. He <br />indicated that he surveyed the six different cities that are <br />listed in his memo as to what their policy was concerning <br />use of their complexes as it relates to outside groups being <br />able to reserve their fields for tournaments. <br />The Director realizes that once a decision is made on use of <br />the fields for outside tournaments, there will be a lot more <br />criteria to establish and more policy to set on the subject. <br />However, he felt that the Commission should settle the <br />discussion on whether or not outside groups should be able <br />to hold tournaments in the City. The Director felt that if <br />the Commission decided that outside tournaments should not <br />be held in Little Canada, there would be much less policy <br />setting that would have to be made to deal with the existing <br />people who run tournaments now; primarily the Little Canada <br />Recreation Association. <br />Holm asked what the other cities charge for outside use of <br />the fields. The Director stated that he has that <br />information available, but they are all so different in what <br />they provide for the fee that it is hard to compare. <br />Wehrle asked from a recreation standpoint, would there be a <br />problem with letting outside groups use the park for <br />tournaments. The Director stated that he did not think <br />there would be a problem as far as the facility itself goes <br />regarding wear and tear on it. <br />Wehrle asked if the City was capable, with the staff it has <br />now, to let groups come in on weekends to run tournaments <br />while still providing the recreational programming that is <br />needed. The Director stated that he does not use the fields <br />at all on weekends and the fields are dragged regularly <br />regardless if play is scheduled on them or not so there <br />would be no problem. <br />Johnson asked what type of outside groups would want to use <br />the park. The Director stated that there are some non- <br />profit groups that run tournaments in some of the <br />neighboring cities such as the Jaycees. However, he has <br />never really had someone approach him with that specific <br />request. <br />The Director stated that this summer, there were two <br />tournaments held at Pioneer Park -- one by the Little Canada <br />Recreation Association and the other through the Parks and <br />Recreation Department. He feels the park could be utilized <br />more, and it could be a revenue generator for the City. <br />-5- <br />Page 68 <br />
