MINUTES
Parks & Recreation Commission
November 3, 1994
Johnson asked for a "ballpark" figure the City could charge
for use of the park by outside groups. The Director stated
depending on what type of services that the City provides,
$500 for a weekend tournament would not be out of line.
The Director stated that he does not have any requests for
use of the park at this time, but he would like the
flexibility to offer use of the park if a request was
received. He stated that other cities have changed their
policies on field usage yearly as the need dictates.
Hartmann felt that when Pioneer park was first talked about,
the residents in the area were promised that tournaments
would not be held. The Director stated that he felt the
City Council did not officially make that promise. Hartmann
disagreed stating that he remembered the Council making that
promise. Wehrle stated that Costa Lane was not there when
the park was developed. Hartmann stated that the residents
on Desoto were there.
Hartmann stated that he, as a resident of the area, would be
against outside use of the park for tournaments. He felt
that the fields and playground areas are not used enough by
Little Canada residents. However, if the Little Canada
Recreation Association wanted to hold more tournaments,
Hartmann would not be opposed to that idea. The Director
stated that he wished the LCRA was interested in running
more tournaments at Pioneer Park. However, right now they
are not interested in doing so. The Director stated that in
the meantime, he sees the ball fields sitting empty on the
weekends most of the year when they could be used more
often. He felt the number of tournaments could be limited
on a yearly basis.
Wehrle stated that the City has not received many outside
requests to use the ball fields. He felt that this
discussion may be premature until the City has a problem
with outside requests. The Director felt that the
discussion may be premature, but it stemmed from the one
request that was received this year. However, that request
was withdrawn.
Johnson asked what our current policy on field usage was.
The Director stated there is no formal policy.
Remerowski stated that the reason the LCRA does not want to
take on more tournaments is that there are only a certain
number of people who actually run the tournaments and these
people are getting burned out. He suggested the possibility
of letting outside groups run tournaments with the
stipulation that they split their profits with the LCRA.
The Director stated that it could be a possibility.
-6-
Page 69
