Hanson, City Administrator <br />DATE: May 8, 1998 <br />RE: Arcade Street Curve <br />MAYOR <br />Michael 1. Fahey <br />COUNCIL <br />Beverly Scalze <br />Jim LaValle <br />Steve Morelan <br />Bob Pedersen <br />ADMINISTRATOR <br />Joel R. Hanson <br />I have talked with Ken Haider, Public Works Director for the City of Maplewood, regarding the <br />corrections we feel are necessary to the curbing at the intersection of Arcade and Keller <br />Parkway. Mr. Haider has informed me that he feels no changes are necessary and it will take <br />City Council action for Maplewood to agree to any changes. His position is their city has taken <br />extra efforts to reduce speeds on intersections such as this, and he feels the construction of the <br />curb as placed is appropriate. <br />I have reminded Mr. Haider that what is constructed does not match the design. I have also <br />informed him that we feel the conditions that exist present a safety concern. He informed me if <br />vehicles are taking the corner at appropriate speeds, those arguments become weak. He feels this <br />justifies his city's position on the matter. <br />It is my recommendation that we approach the Maplewood City Council with our position on <br />this matter. I feel a committee should be appointed consisting of the Mayor and one other <br />Council Member who can accompany me in making this presentation. I also want to put <br />together all of our information into a concise format that can be presented to Maplewood prior to <br />our arrival. I feel the committee should be involved in reviewing this material. To date I have <br />the following information: <br />• A diagram showing the curbing as constructed versus the design; <br />• Photocopies of the intersection showing the extreme node created; <br />• Two hours of video tape showing cars making the turn, with the vast majority <br />not being able to stay within the appropriate driving lane; <br />• I have also requested the Ramsey County Sheriffs Department provide me with <br />a recommendation on this matter and do a speed study of the cars making this <br />corner for documentation purposes. <br />Prior to Wednesday's meeting I will have further conversations with the Maplewood City <br />Manager on this subject, but I am not hopeful this will resolve the problem. <br />I would appreciate any other direction the Council may have on this matter. <br />Page 21 <br />
