Hanson <br />With the turnbacks of McMenemy Street and LaBore Road last year, the County is obligated to <br />upgrade those roads to an acceptable standard. For McMenemy, the County is proposing a cold- <br />in-place recycling project. For LaBore Road they are only proposing a patch and sealcoat <br />program which staff feels is inadequate. (We hope to have them reconsider this decision and <br />upgrade the improvement to a cold -in -place recycle.) <br />With a new road surface being constructed on these streets, the question arises regarding our <br />ability to urbanize these sections with the installation of concrete curb and gutter and storm <br />sewer improvements. We had our City Engineer, Terry Maurer, do a cursory review of this <br />subject in order that the Council can consider it from a policy standpoint. You will note that in <br />his attached letter, portions of both roadways could accommodate the installation of concrete <br />curb and gutter. (Keep in mind that the County typically installs bituminous curb and gutter on <br />their recycle projects when adjoining grades allow.) <br />We have talked to the County about doing this work in 1999 in order to allow better coordination <br />with other improvement projects (Viking Drive from McMenemy to Edgerton), and to enable us <br />time to adequately plan for the improvements to these roadway sections. <br />Staff would recommend that we seek a proposal from the City Engineer to further analyze the <br />addition of concrete curb and gutter to these two roadways based on the premise that it is our <br />desire to urbanize these sections where feasible. If the Council disagrees with this <br />recommendation, then staff would assume the County would recycle the roadways in their <br />normal process, or else we would seek additional direction as to how you would like us to <br />proceed. <br />Page 25 <br />
