SWING IJ'RI)}ERS <br />Formerly MSA <br />Consulting Engineers <br />After last Tuesday's meeting with Ramsey County to discuss the upgrading of McMenemy <br />Street and Labore Road in conjunction with their turnback, Scott Tangen and I made a <br />"windshield survey" on the two roadways. The purpose of our review of these two roadways <br />was to make an initial determination whether or not they could be brought to an urban <br />standard by adding concrete curb and gutter in conjunction with Ramsey County's plan for a <br />full dept recycling. As you are aware, the recycling process does not afford the opportunity to <br />significantly change the grade of the road. Also, the two most important points in looking at <br />adding concrete curb and gutter to a recycled road would be the centerline grade of the road <br />and the grade of driveways and front yards adjacent to the roads. Essentially, a barrier curb is <br />approximately 6 inches high and the recycling process adds another 2 inches to the roadway. <br />Therefore, to add concrete curb and gutter to a recycled roadway will raise the level at the <br />curb line approximately 6 -8 inches. This is critical in areas with flat driveways or low front <br />yards where water may be trapped behind the curb and gutter. Based on our observations, I <br />would suggest the following: <br />A. LABORE ROAD <br />It appears a concrete curb and gutter could be added on Labore Road between <br />Edgerton Street to just east of Arcade Street. From that point to the northeast <br />Labore Road becomes more of a rural section with the roadway being higher <br />than the adjacent properties. Therefore, it would be difficult to add concrete <br />curb and gutter to this segment. The segment between Edgerton and Arcade <br />has a stretch which already has a bituminous curbing. In these areas it would <br />be relatively easy to replace with concrete curb and gutter.
