515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -4538
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Scott Tangen, Public Works Director
DATE: May 8, 1998
RE: Proposed Pavement Management Program
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
One of our priorities from the 1998 goal setting session was to begin financial planning for the
future years, specifically the years 2000 -2003. As part of this planning process, I have asked
Terry Mauer with Howard R. Green to give us a proposal for a pavement management program.
(Please see enclosed letter from Terry Mauer.)
For your information, I have enclosed a portion of the University of Wisconsin's Pacer manual
(pavement surface evaluation and rating guide). The Pacer system is very similar to the
Micropaver format that would be used by Howard R. Green. The proposed program will give us
a tool to perform a detailed inventory of the physical condition of each street within the City.
This inventory, when updated annually or biannually will give us a tool to predict the expected
life of a street, how much preventive maintenance is going to be required during the life of that
street, and the most opportune times to perform preventive maintenance work. I will not be able
to attend Wednesday night's Council meeting, but I have asked Terry Mauer to give a brief
presentation about the Micropaver format that would be used for the proposed pavement
management program.
I highly recommend that we adopt the proposed pavement management program.
ST:kv
Enclosures
Page 29
