owarc R. Green Company
CONSULTING ENGINEERS
April 30, 1998
File: 803720j -0601
Mr. Scott Tangen
Public Works Director
City of Little Canada
515 Little Canada Road
Little Canada, MN 55117
RE: PROPOSAL FOR PAVEMENT MANAGEMENT PROGRAM
Dear Mr. Tangen:
Jill
CO.\ TLTINO E.1CI \Ef8.S
Formerly MSA
Consulting Engineers
As you requested we have put together the following scope of services and fee for preparing a
pavement management program for the City of Little Canada. We understand the City has
approximate 27 miles of city streets. We would suggest that the pavement management
program be preformed on Micropaver Software, which we currently have and are quite
familiar with. If you would desire, we certainly could use the software that you have, but
there may be a slight additional cost to become familiar with the workings of that software.
Our proposal would provide the City with a working document consisting of the computer
generated rating of the streets and a city map showing the ratings graphically in color. We
have assumed that the City will able to provide us the city map in an AUTO CAD format so
that we will not have to recreate it. We would propose the following scope of services:
1. Initial set up of the city street network in the Micropaver format (8 hours).
2. Perform a detailed inventory of the physical condition of each street within the City.
Our experience indicates that the initial rating of the streets takes approximately 3 to
3 1/2 hours per mile due to all the data that needs to be collected. Subsequent reratings
would be much faster (80 hours).
3. Input the field information gathered into the Micropaver software (20 hours).
4. Analyze the output and make any necessary modifications. Review with City Staff (8
hours).
5. Prepare a colored graphic exhibit on the City base map showing the pavement
management ratings of all the city streets (16 hours).
6. Review final document with City Staff and make a presentation to the City Council if
necessary (4 hours).
1326 Energy Park Drive • St. Paul, tv
Page 30
612/644 -9446 toll free 888/368 -4389
