Kathy Glanzer <br />The City Administrator reported that City staff has take the Park <br />Improvements & Trail System Priority Plan developed by the Parks <br />& Recreation Commission and has programmed the top priorities <br />into the General Capital Improvement Budget (Old Fire Barns Warming <br />House Project and Parks Playground Equipment Upgrades) and into <br />the Infrastructure Capital Improvement Fund (Trail System Priority Plan). <br />The City Administrator first reviewed the General Capital Improvement <br />Plan (Fund 400). He presented two scenarios — one with transfers from <br />the General Fund and one without. The Administrator noted that at its <br />October 10th meeting, the Council will consider a transfer of $373,000 <br />from the General Fund. With this transfer, the General Capital <br />Improvement Plan works as programmed. The Administrator then <br />explained the City's Reserve Policy, which is the basis of the General <br />Fund transfer being proposed. <br />
