MINUTES <br />CITY COUNCIL <br />OCTOBER 4, 2012 <br />The Administrator then reviewed the Infrastructure Capital Improvement <br />Fund (Fund 450). The Administrator noted that street improvements are <br />programmed into this plan; therefore, this is the logical place to include <br />trail projects. The Administrator reported that the City has been budgeting <br />approximately $1 million in City costs per year some of these costs are <br />offset by assessment revenue, connection charges, MSA dollars, Fra -Dor <br />Recycling Fee, etc. The Administrator noted that for 2013 there are <br />approximately $1.6 million in expenses if the improvement of Greenbrier <br />Street and Spruce Street are included. After programming in trail <br />improvements, this fund would have a $1.2 million deficit. The <br />Administrator noted that the 2013 plan includes the Little Canada Road <br />sidewalk from 35E to Edgerton, the Waterworks Trail Crossing, and <br />$75,000 for Centerville Road Trail improvements. The Administrator <br />pointed out that taking Greenbrier Street and Spruce Street improvements <br />out of this plan brings the fund back to positive. <br />The Administrator pointed out that the pressure on the Infrastructure <br />Capital Improvement Fund will lessen in future years as most of the street <br />projects left to do are mill and overlay projects. The cost of mill and <br />overlay projects is split on a 50/50 basis between the City and benefitting <br />property owner. <br />Sanders asked about the $46,854 transfer from the Park Land Acquisition <br />Fund. The Administrator indicated that he thought that transfer might be <br />for easement acquisition costs related to Centerville Road, but indicated <br />that he would check that out to be sure. <br />The Administrator then reviewed the Park Land Acquisition Fund, noting <br />that historically this fund has been used to acquire park land and trail <br />easements. The Fund is healthy, and the Administrator noted that the only <br />property acquisitions left would be two properties along Round Lake. The <br />Administrator indicated that money from this fund could be reallocated to <br />improvements, if the Council so desired. <br />The Administrator reviewed the 10% Fund, noting that revenues had been <br />declining in recent years, but an increase is projected for 2012. It may be <br />possible to undertake one parks project and pay for it from this Fund. <br />Expenditures from this Fund are restricted to such things as youth - related <br />projects, etc. <br />Sanders suggested that money be place - marked in the Park Land <br />Acquisition Fund for the acquisition of a trail easement from Payne <br />Avenue to Edgerton as well as the acquisition of additional land adjacent <br />to Pioneer Park, if it becomes available. Sanders also noted that there may <br />be future acquisition opportunities that the City is not yet aware of. <br />2 <br />
