The Administrator pointed out <br />that while the Capital Improvement Projects are a five -year plan, it is only <br />the current year that is formally adopted. He suggested that the Parks <br />Commission could work over the winter to come up with a workscope for <br />2013 including pricing. The Administrator again pointed out that it may <br />be possible to fund one project from the $10% Fund, estimating that there <br />may be about $28,000 available from that fund. Blesener noted that <br />utilization of dollars from the Park Land Acquisition Fund can help speed <br />up the timing of the parks projects. <br />Maida stated that with regard to increased lighting in parks, he is in public <br />safety, and studies have shown that with increased lighting it is found that <br />crimes against property go down, but crimes against people go up. The <br />Director reported that the recommendation from the Sheriff's Department <br />is for increased perimeter lighting versus internal lighting. The <br />Administrator stated that Deputy Eastham also recommended street lights <br />at the ends of the neighborhood streets in this area. The Administrator <br />reported that the Sheriff is down driving the trail through the park in order <br />to monitor it. He noted that the basketball court area is low and visibility <br />from the street is poor. <br />The Director reported that he attended a recent meeting on the Troutbrook <br />Trail project, which has been taken over by the County. There are some <br />issues that need to be resolved for the portion of the trail running through <br />Little Canada which he reviewed for those present. He also reported that <br />the County is working to finalize the trail design and will then submit it to <br />the Metropolitan Council to try to obtain regional trail status. <br />With regard to parks and trail improvements, Sanders indicated that the <br />next step would be for the Parks Commission to start planning for 2013 <br />improvements. McGraw asked if the Council would review plans as well <br />as estimated costs. Sanders indicated that once the Commission comes up <br />with a proposed plan, a neighborhood meeting would be held to obtain <br />input from the neighborhood. Sanders suggested that at that point a <br />recommendation would be brought to the Council. The Director indicated <br />that the Council would be asked to authorize putting the project out for bid <br />and would have final approval on the bid award. <br />The City Administrator indicated that the trail improvements are <br />somewhat different in that they would be tied to the street improvement <br />program. The City Engineer recommends street improvements based on <br />pavement ratings. The Administrator again pointed out the impact that the <br />improvement of Greenbrier Street and Spruce Street would have on the <br />Infrastructure Capital Improvement Fund. <br />6 <br />
