He also compared the proposed plan for <br />consistency to the Comprehensive Plan. He provided additional details on the analysis of the site <br />plan review, providing additional information on the requested deviations from residential <br />density as well as deviations from the rear and residential district setbacks. He provided <br />additional information on parking, site access and circulation, and other elements of the site plan <br />review. He stated that the applicant’s proposal is consistent with and achieves the goals outlined <br />in the City’s Comprehensive Plan. The requested deviations are minor and justifiable, and the <br />applicant has in no way proposed to materially alter what the Council and Planning Commission <br />reviewed and approved last year. Staff recommends approval of the requests subject to the <br />conditions noted in the staff report. <br /> <br />Commissioner Masrud commented that these seem to be reasonable plans and did not have <br />concerns. <br /> <br />Commissioner Haluptzok asked whether there would be bike storage provided. <br /> <br />The Community Development Director commented that he believed that was within the parking <br />area but noted that the applicant could provide more details. <br /> <br />Chair Johnson invited the public to provide input. <br /> <br />Paul Keenan, developer, stated that there is underground parking with a bike rack on the wall of <br />each parking stall and additional bike storage areas. He stated that additional bike racks could be <br />added on the surface level if desired. <br /> <br />Larry Anderson, 2545 Rice Street, stated that he is concerned with the shared driveway onto <br />Rice Street. He asked if that would remain a right-in/right-out as originally proposed and <br />whether there would be a median installed. <br /> <br />The Community Development Director confirmed that the plan is still for a right-in/right-out <br />access with a median and noted that because that is a County road, the applicant continues to <br />work with the County on that element. <br /> <br />Tom Durray, 2540 Edgerton Street, commented that he and his wife have lived in Little Canada <br />since 1978 and have operated the Hogsbreath Bar since 1976. He commented that he has <br />acquired some of the properties on the north side of Demont with the idea that they could be <br />combined for future development at some time. He stated that the acquisitions happened over 40 <br />years and he has been working on this development proposal for about the last seven years. He <br />stated that three developers were interested in putting an apartment complex on the property <br />prior to covid, but that project stalled because of personal issues of the previous developer. He <br />stated that he then connected with Mr. Keenan and began to work on the current project with a <br />plan to develop the whole area with a location for Flameburger. <br />
